Can you say too fast for conditions? More like way too fast for conditions.

If "conditions" also includes the rider's aptitude...then yes.

I like the non-riding public's take on the video. EVERYONE on a motorcycle rides just like that guy. I used to get mad at people who rode like assholes all the time. Now I think it's just the idiocy of the online commenting public.

On a city street like that with lots of places for a car to turn left in front of you or turn right onto the street in front of you the speed seemed way too fast to react no matter what kind of "skills" the rider had. Maybe (and that is a big maybe) a top rider could have avoided this particular car, but maybe the next one would have given even less warning. This is not to say the rider would have been at "fault", but you can be both right and in the hospital.

Save that kind of speed for the a street with a lot less intersections or better yet the track.

Seems to me that he fixated on the car, didn't clamp the binders, and didn't try to avoid the collision.

The video screamed "IDIOT!!!" from the start so there isn't much surprising about the outcome.

Yeah we've all done stupid shit in the past and still at times. I still do stupid shit but very briefly to get away from dumb drivers and not to the extremes that I used to. I think getting into motorcycling requires quite a bit of luck, especially in your first few years. Some of us get caught and some of us get lucky. Some of us push the luck too much and still get caught. And some of us are just plain unlucky, doing everything right but being at the wrong place at the wrong time.

So who's at fault here?
I know the biker was speeding, but the car was chilling in the roadway

Looked like the car was turning left, not just chilling.

In VA, the driver of the car might be contributorily negligent for not yielding the right of way, and the rider would also be contributorily negligent for speeding wherein each pays for the damages to their own vehicle. The driver's lawyer would probably try to flip this and say that since the rider was so egregiously reckless that the driver could not have predicted him to come flying through and that the driver made reasonable accommodations for oncoming traffic.

Not sure how it works in FL though, but since it's the Sheriff's department that released the video, I'm guessing the biker was found to be at fault.

Undoubtedly the motorcyclist.

There's no driver that could ever expect or perceive that while turning across several all-clear lanes, an object 1/2 mile down is barrelling toward them at 2.5-3x the speed limit.
