It was. Then Apple bought the company and made it an exclusive factory app for the Iphone 4S and shut down the servers for anyone who already had the app.

Other than alarms, texts, iPod etc. what good does porting Siri to an iPhone 4 do if there is no support from the servers for Siri request from an iPhone 4

Exactly.

There is no working Siri on an iPhone 4 yet.

Hopefully there will be a work around at some point.

For some iPhone 4S users, Siri seems to be "unable to connect" pretty frequently.
Fortunately, we have a fix for the problem, via iDownloadBlog.
The procedure is simple, harmless, and won't take too much time.
Here's how to do it:
  1. Turn off Siri by going to Settings, then General, then Siri. Wait a few seconds.
  2. Reset your network settings by going to Settings, then General, then Reset, then Reset Network Settings. Your phone will reboot.
  3. Turn Siri back on. Wait a few seconds.
  4. Hopefully, Siri will now successfully be able to connect to Apple's servers. If it doesn't work, try the process again.

Since Siri gets it's content from the cloud and not from software updates, that means that Apple engineers can be pushing out new responses and so forth all the time instead of only in software updates. I think that's pretty cool.
