Yes its a light. I dont know what pupose it serves but the bulb is most likely burnt out.

j/k That light only works on about 20% of the bikes on the road with it. Change the bulb or not, it's not important.

its a driving light for if you head lights burn out you still have at least something for other people to see u....if its no on then it needs a new bulb

some US market bikes do not have a socket there, It is mandatory in some countries
the old ZX& had a vent there we were trying to figure out, then we realized that it just replaced the European light.
