sleepy drivers kill more than drunk drivers.
When do we start pulling them over?

They do get pulled over. When they invent a breathalyzer to test level of tiredness, and they make a law about it, then they will get ticketed as well.

If you are so tired that you would fail a SFST, then you would get arrested for DUI even though you are sober. The adrenaline dump that occurs when the blue lights come on tends to wake people up enough that they are fine when the officer walks up to the window. Otherwise, you get a ticket for whatever traffic violations that occurred to get pulled over in the first place.

This is 100% correct.

Dangerous driving, intoxicated or not, should be mitigated with training programs, not a program of expensive incarceration. Tiered licensure. We need better drivers, sleepy, drunk, angry, or otherwise.... I know people who drive better drunk than 95% of the population. Not a popular or PC thing to say in our "Don't Drink And Drive" propaghandi society.

Be a good driver, drunk or not. That's really what is important. Killing or hurting someone because you were too sleepy, drunk, or angry (the top three reasons for deadly accidents) is unacceptable.

I disagree with part of your statement Ben.
There is NO excuse for drunk driving. I know that's an un-popular view on this site.
We def need better drivers though. But not me.
I'm perfect.

Drivers who have a record of DWI on occasion get equiped with devices that test them before they can even drive. Yes, someone else could breath in it but you can only do so much as the person who breathed in it for them can be held accountable.
There are devices being tested in tractor trailers to sound an alarm when they bob their head to wake them up. This same device can be used to force them to rest if after being warned a few times it starts to shut the truck down.
My point is we as a society seem to focus on DWI's not sleep driving and records show they are more dangerous.
If the device for sleep held a record you could then be held responsible.
We have huge requirements for what can be sold in a car for safety. Then the aftermarket puts in DVD players, GPS, people use cell phones and many other distractions. These all have been proven to slow our response times and we feel we need these conveniences. To me these comforts aren't as important as a human life!
I saw a report that showed driving with a cell phone slowed our response time to that of someone blowing a .08.

I use to drive 15+ hrs a day and I also use to tow big rigs around this around where the accident was from a driver falling asleep. The numbers of this happening vs the drunk driver accidents was actually an eye opening experience.
