...and begin recurring discussion on guns, culture, violence, etc. Luckily no one was killed this time but what's terrible is that I'm starting to get desensitized.

Yes and no. If I'm on a motorcycle and somebody runs into me, then yes it's technically their fault, but I'm the party most impacted so it's really in my best interest to do something to prevent it. So, you could cast it as my fault for failing to prevent that action. It's a positive\negative rights thing.

I don't get how this happened. California has an assault weapons ban AND prohibits open carry

Blame the parents of the kid who was doing the bullying for not raising a better kid, and Blame the other parents for raising a chickentshit kid who tried to shoot someone because he was bullied. I dont know wtf happened to fighting. I was bullied up until 9th grade consistently, finally grew tired of it and found the biggest bully in school, waited until he started shit then proceeded to try and whip his ass, got my ass handed to me but I never backed down. After that nobody fucked with me as I was known as either the crazy kid who wouldnt stop when getting beat up, or the kid who wont take shit. I grew up in a house full of guns, never once did I think of bring one to school to shoot someone.

Gun rights paranoia aside, nobody seems to have a great answer as to how to fix the problem. The cat's out of the bag, it's become a societal norm and I've yet to hear a great solution.
