As tempting as it is to call "police state" on a policy like this, I have no problem with it. Children under 18 don't share the same rights as adults and limiting their game play only infringes upon the parents' rights to make that decision.
Most parents I know won't pitch a fit if their children are limited to only 3 hrs of gaming per day.

I guess, though, that if gaming isn't hurting anyone other than the gamer then the policy makers could be spending their time trying to solve real problems...
