They are not FOIA, moreover I'm nearly certain that the only entity who is legally capable of it will be a collection and garnishment company following litigation.

Do a search on wage garnishment. You may not be able to find out his/her income, but you'll find out how to collect.

3. multiply money you get by 2...thats his income

Option B

Option C

or, the most likely to work approach, contact a collection agency that specializes in interpersonal debt, or file a claim in small claims court.

I had to go to Small Claims with my old roommate. Most of the time whoever owes you doesn't show up for court making it that much easier for you to win. I'm slacking on filing the other forms to collect but honestly I didn't care about the money, it was about screwing their credit...That's where it really hurts them
