I had a long conversation with someone in DC about booting, he had got multiple boots off, even had a couple hanging at his house and in his bar.

Apparently you can air down the tire enough to get the plate that blocks the lugs to move enough to get a lug wrench on it, or air it down enough to get the boot off completely.

There apparently is an art to this.

You let the air out and it changes the overall circumference. The clamps no longer mate properly to the time and you simply roll off.

Yes and no.
If they catch you in the act, they hit you with an Unauthorized Removal fine.
If they don't catch you, they cannot fine you as they cannot prove it was you who removed the boot.

However, if the boot is damaged or destroyed in the process you are responsible. And if you did remove it without damaging it you must return it to them or they'll charge you for replacement cost.
