How much would it cost to get a new catalytic converter and a exhaust for a 1996 Ford Ranger.

Why not get it fixed? Anyways, emissions are electronically done and transmitted to DMV automatically. I doubt there's someone that can hack into the emissions program for you and hook up the computer to another car and make it look like your car and get it through DMV.

I had a friend who knew a guy that passed his car for inspection and emissions, but now that guy works in Maryland.

This won't help you if your cats are indeed bad, but it worked on my 92 Van I use for work. I used Seafoam, introduced thru a vacuum on the brake booster then let it sit about 15-20 mintues. Started the engine and revved the motor to cycle it thru the cylinders, it's quite a smoke show. It has passed emissons twice with no problems.

one of the cheapest places you'll find a new cat will probably be advance auto, try calling them to see how much the part is and swap it out yourself

Technically it is illegal to take a cat off of a salvage car and put in on yours.
It should be fairly obvious that it is illegal to remove one to most people by now.

There are a lot of regulations regarding catalyst replacement. Shop around for prices.
Start by looking here:http://www.walkerexhaust.com/catalog...letypescrn.asp

You can find parts by application and call local parts stores for pricing then you just need someone to install the parts. Walker makes stuff to fit in your factory exhaust so you only need replace the faulty components. You might need clamps, gaskets or something like that and if it is really rusty you might have to buy more parts but that is where I would start.
