It's DC - Capitol Hill specifically. Not many houses in Cap Hill (or in DC for that matter) have garages.

HAHA not to be rude but you really think wheel locks save your rims?

If you do you are mistaken. I will say it deters the easy ones away but you can
A) buy the key for the lug
B) buy the cool tool from snap on that breaks the locked lug nut off....

When I worked at the shop people lost their keys all the time so we would break them off..

If they really want them, they will get them, but then again that goes with everything right?
