I'm gonna need a similar recommendation soon in NoVA. But I need someone that's good in freehand design.

I'm sorry to hear about your dog man. Mine is 9 now and I cringe at the thought that our time together keeps getting shorter.

I need to "enhance" the phoenix on my chest. From my experience, free hand artists are the best at drawing around the contours of the skin and enhancing existing tats.

Most tattoo artists are generally good at drawing on paper then following lines and coloring inside the lines. Then there are exceptional artists that seem to have a specific skill that they were just naturally good at or perfected it along their career. (i.e. shading, drawing, free hand, portraits, color shading, traditional needles, etc)

I hear what you are saying about free hand tattoo artists. I have never had a tattoo added onto or touched up. I can send you some pics of what My wife had done. He drew some rough outlines in maker to get the basic Idea and than started laying ink in.

friend of mine just partnered up with some other artists and opened their own shop, each has their own niche. One has had some of his work published in magazines.
right in springfield, Way of Ink. and its across the street from a titty bar n next to tippy's tacos so win-win.

I never found a tattoo artists that didn't have a portfolio that looked good in pictures and drawings. The ones that can give the best recommendations are those that are into the tattoo scene and have been inked by more than one artist. Or at least have had a very specific design request and their artist did a kick ass job.

Edit: Damn I saw that Rachel Rice FB page and her color shading looks amazing! That's a pro!

(inner thought: why the fuck would some people get the tattos they get)

I have over 100 hours of tattooing from as many as 8 artists at least probably more. My wifes work took over 24 hours to complete. She has also had work done by other artists. Both of our works have been published in magazines. Hers won 2 prizes at the most recent DC tattoo show. Including Best Back piece and large piece.

We might not be experts in the field of tattooing but I am pretty confident we know our asses from wholes in the ground when it comes to the subject.

Heck that's expert level to me! Especially compared to my experience. I only have 2 tattoos, one done in Miami Beach by an awesome free-hand artist, and the other done while in Thailand and later had that one touched up and enhanced by a great shading artist in So Florida.

But you know what I mean about free-hand guys, like the one that drew the design straight on the skin for your wife. Drawing on the skin around the contours is much different than drawing on paper and then sticking it on.

I know it'll cost a bit and I don't have the free cash for that right now but when time comes I'm hoping you'll guide me in a search for a good artist, since I don't know the area at all either.
