New Driver's License Appearance in VA Starting July 2009 - March 16, 2009, 09:43 AM

In spring 2009, Virginia will begin issuing newly designed driver's licenses made of laser engraved polycarbonate. All Virginia licenses issued after July 2009 will be new secure cards. Driver's licenses and ID cards issued prior to implementation of the new format remain valid until expiration.
  • All primary photographs are grayscale, full faced and displayed on the left side of the cards. Secondary photographs are grayscale, full faced and displayed in a clear window, visible from the front and back of the cards.
  • The formats of licenses and ID cards are oriented as follows:
    Adults age 21 and over - Horizontal
    Minors age 15 to 21 - Vertical
    Minors under age 15 - Horizontal
  • Driver's licenses banners have blue lettering; ID card banners have green lettering; and children's ID card banners have gold lettering.
  • Cards for individuals age 21 and over bear an image of the Virginia state capitol building; cards for individuals under 21 bear images of the state flower, the dogwood, and show the dates that the individual turns 18 and 21.
  • The 2-D bar code on the back of each card carries only information displayed on the front of the card; such as name, customer number, and birth date.
  • Organ donation is denoted on driver's licenses and ID cards as a black heart followed by the text "Organ Donor."
The DMV reserves the right to refuse to issue a driver's license or identification card to any applicant who appears for photographing in a disguise or intentionally distorts their face to alter their appearance.
A disguise includes, but is not limited to, unusual makeup, paint, wig, sunglasses or false facial hair. Facial distortion includes, but is not limited to, deliberately crossing or squinting eyes, or opening or twisting mouth.
Caps, hats, turbans, et cetera, may be worn for religious or medical reasons only. Additionally, veils worn for religious reasons which cover or partially cover the face may be worn; however, they must be adjusted to allow a full-faced photograph.

I'm not so much of a fan of the purple/pink/orange. Looks a bit feminine.
But I'm glad they finally decided to do away with the hologram effect all over the persons face.

Virginia is making the move to comply with the "Real ID Act of 2005". It was already been granted an extension, however all states are allowed to the end of '09 to comply as of the 2008 extention act. The act (in part) states: "requires new tamper-proof security features on licenses issued only to people who can prove citizenship or legal status"
This move was made by the bipartisan 9/11 commission urged Congress to set national standards for identification. Rep. F. James Sensenbrenner Jr. (REPUBLICAN-Wis.), then chairman of the judiciary committee, wrote the Real ID Act, which quickly passed the Republican-controlled House.
He then tied the bill to a Senate-bound emergency spending measure for Hurricane Katrina and troops in Iraq. The move meant Real ID did not undergo Senate debate or hearings and was politically risky to oppose: Doing so would deny funds to Gulf Coast victims and American soldiers.
The time between renewals has been extended to 8 years, and still cost $4.

My clients actually administer the grant program that provides the States and territories funding to comply with the Real ID Act. The money that is appropriated for this program through Congress goes to our office. I work with it every day. Myself and two others actually wrote the FY 2009 grant guidance and application kit. The name of the program was changed to the Driver's License Security Grant Program (DLSGP) this year.
