The hell is PR spending that much money for if they can't vote on legislation?!
That's a bit of an outrage. Not even a state and America's 2nd smallest territory, but they're the HIGHEST spender?
Someone needs to check that.

Staff at House don't make very much money. Typically, most of them are under-paid for their expertise. Some of that is made up by benefits but nothing more than what any profit or non-profit company offers. If these numbers were done for Booz Allen Hamilton or ManTech...they would be the same or worse.
