If this happened not too long ago you could call the state police and ask them to review the camera to get the license plate and track the person that stole your wheel. Regardless of the technicality of lost vs. stolen, it still has an original owner who has the rights to that wheel. It could potentially save you a couple of hundred dollars. Worth a try.
