This is in one of the comments:
On 4th SW, there is an intersection with E St, then School St, then Virginia Ave. There is a legal (unmarked) crosswalk at School St that drivers are required by law to stop when a pedestrian is crossing the street. Since there is no light at School, pedestrians are allowed by law to cross anywhere along that stretch, given ROW is yielded to cars.

As to the unmarked crosswalk, how in the world is a driver supposed to know that they are supposed to stop at an "unmarked" crosswalk? Is this at any "street" that doesn't have a marked crosswalk? What constitutes are street in that case, as there are bunches of little alleys, are they streets too?

As to the cross anywhere stuff is that for real? If there is no stoplight at a given street intersection then pedestrians can cross anywhere they want between the next two controlled intersections as long as they "yield the right of way" to vehicles?

Both of those sound like good ways to wind up with dead or injured pedestrians to me.

If there is not a marked crosswalk, then I only stop for pedestrians who cross at the ends of blocks. If they attempt to dart out mid-sidewalk somewhere or some other random location, then they'll just have to wait for me to pass or take their chances.
