NEW YORK — Do you want to learn a safer way to shoot heroin? New York City has a guide for that.
The city's Department of Health and Mental Hygiene spent $32,000 of tax money on 70,000 copies that offer information on how to prepare drugs carefully and care for veins to avoid infection.
"This is a tremendous misuse of city funds, and I'm going to see what I can do to stop it," Democratic New York City Council member Peter Vallone Jr. told the New York Post. "It's sick."
And, it's not just taxpayers who are angry.
The state's top official with the Drug Enforcement Administration calls the "Take Charge Take Care" guide a "step-by-step instruction on how to inject a poison."
DEA special agent-in-charge John Gilbride says the handout is disturbing.
"It concerns me that the city would produce a how-to on using drugs," Gilbride told the Post. "Heroin is extremely potent. You may only get the chance to use it once. To suggest there is a method of using that alleviates the dangers, that's very disturbing."
The 16-page booklet features seven comics-like illustrations and offers such advice as "Warm your body (jump up and down) to show your veins," and "Find the vein before you try to inject."
A health official says the goal is to promote health and save lives. Assistant Commissioner Daliah Heller says instructions on how to perform injections were included because there's "a less harmful way to inject."
The illustrated guidebook offers information on HIV testing and the dangers of sharing needles.

It's kinda like at some raves there was this group that tested X to verifiy it was pure X to reduce the OD's from "X" that was not pure but had other chemicals in it....

....lol I was talking like I've been to a rave or even had any sort of experience with them...it was from a news report that I watched.

But this just seems like Damage Control. Same thing with teaching kids how to properly use a condom. Would you rather not tell someone the PROPER way to do something even if it's harmful to them????

I'd rather show a bunch so misfits how to box in a decent gym than having them just brawl with each other in someones back alley....

Why do the states that preach mostly abstinence and sanctity of marriage have the highest divorce and teen pregnancy rates? Knee jerk reaction is to oppose anything that might encourage deviant/harmful behavior, but the numbers don't lie. Education works. But then again....theres such thing as being so open-minded liberal your brain falls out (see montgomery county ) And NYC still have the Rockafeller Drug laws on the books IIRC so dunno if they can be trusted

My question.....does the cost of the flyers (production, printing, distribution) cost less and save more $$$ in terms of treating overdoses and HIV/AIDS/Hepatitus transmissions?

I'm not gonna give NYC credit though, as the home of the Yankees I have nothing but disdain for that city Philly too

While Heroin is illegal....use of a syringe is not.

so yes I see your point that the substance being injected is illegal, but people are apparently doing it anyways...and it's not just poor homeless smack heads roaming the streets. Possibly a good deal of the tax paying constituents(sp) are partaking in this type of activity.
