Another Roll of Quarters, Please: Reston Man Racks Up $200,000 in Toll Road Fees

A Reston man managed to rack up $200,000 in unpaid Toll Road charges.
Jason Bourcier doesn't deny that he rode the Dulles Toll Road nightly without paying for his commute from Reston to Washington three-and-a-half years ago when he was looking for work.

A friend told him that when the toll booths were unmanned after 11:30 p.m., you could use the road without paying. His friend was wrong.

This week, VDOT took Bourcier to court because his bill had ballooned from $440 to more than $200,000, including late fees and interest. They reached a settlement and agreed on a payment plan.

“They provided me with a stack of summonses that was 12 inches high, and me and my lawyers, the best that we could do was $40,000,” he said. “Another kicker is they put me on a payment plan for $150 a month.”

At that rate and with interest due – another $55,000 – Bourcier, who is 33 and now has a good job, figures he will be 87 years old by the time he pays VDOT back.

EITM was all over it this morning. Originally it was $400 in fines/fares. With admin fees, late fees and interest it went up to $200k. Did VDOT take lessons from the payday loan industry?

How does a fine $400 fine ballon to $200,000 in 3 years?
If it were a loan the rate of interest would be illegal and usury.

I would have offered them a settlement of $1,200, or 3x the fine.
If they don't accept, I would let them they're free to drag it though court and should they win I will promptly file bankruptcy and they would receive somewhere between $1,200 and $0.00.

Wouldn't work. VDOT and DMV are butt buddies. If he refused the payment, his license would be suspended.

This is the same as when you go to pay a $40 ticket and end up with $200 in court costs. Bullshit, is what it is.

I am glad they threw the book at this guy (or dropped a library on him) because I pay that stupid toll and I don't try to back track from the airport like about 75% of people do.
People will do the same thing with the HOV switch on the ezpass on 395 when it is open so I really hope they just drop a freaking bomb sized fine on people that cheat that god awful toll that I never wanted and freaking hate.

He thought the road was free after hours? Unless VDOT was sending the infraction notices to a wrong address, there is no excuse for him not knowing about the fees before it got this far. He's just stubborn. Now they put the fear of god into him, and he's buckling. Unfair penalties to be sure... he held out for this long, may as well take the thing to court. Unstoppable force, meet immovable object....

Pretty sure bankruptcy does not absolve you from fines.

VDOT doesn't run the toll road. MWAA does since 2008. That's why tolls keep increasing.

I think this guy should go back to court. The fines are ridiculous. Get an attention whore lawyer like Johnny Cochran or Gloria Allred. Get the populist anger against fees whipped up, even if the guys a douche.
