...y track something that changes and if it changes, how do you know it's the same person?

It doesn't change that often and typically if someone is causing an issue they have multiple accounts coming from the same IP address. That's why a ban against an IP address will usually take care of the offending poster.

Some forums even have a search feature that allows you to search for accounts that registered from a particular address. Others allow you to search from all posts from a particular address.

The chances of an ISP assigning an IP address to two different forum members in two separate locations are slim and none.

If you have a Static IP then its easier if you dont then there is softwares that can run patterns on logins and IP configurations etc....

Correct but not the context I was going for. I meant the slim chance of a certain IP address being released by one member's connection then assigned to another member on a different connection. Hence the two separate locations comment.

I should have also pointed out that users in the same household will have the same IP address if they are using the same connection. i.e. Wireless network hooked to a DSL or cable modem.
