Loose screws?

I was checking my bike out tonight and noticed there was a screw barely hanging on; is this normal? I saw it once before on the same bike around the 400 mile range.

Its not uncommon for some bolts to loosen up after some riding. I see it happen on the bolts that hold the plastic together a lot
